Description
The Project Officer will be
responsible for implementation of protection, livelihood, CFLG and Child Labour
Free Declaration activities in the 'Building Resilience with Children in
Kathmandu’s brick Kilns (BRiCKK)' project, PROTECT . S/he will oversee the implementation of
the project in the respective area program (APs) ensuring compliance with WVI
Nepal’s sectoral and quality standards, Government’s policies and industry
norms as provided to their role. The role will be responsible for implementing
the project and monitoring the performance of field officer/social mobilizer,
ensuring that project staff have access to appropriate technical and functional
support, and managing relationship with sectoral key stakeholders including
Local Governments at the field level and private sectors (employers). The
incumbent strives empowering community groups, households and institutions to
address and manage the issues to sustain. Additionally, the position will engage/support and coach the
target group on economic and non-economic topics like development, livelihood,
resilience and alternative business in brick industries & will be
responsible for helping the brick industry worker to improve their wellbeing by identifying
best livelihood options considering their needs, mobilizing them into groups
and individual furthermore helping them to identify alternative income, market
opportunities, improving their general skills such as saving habits, economic
literacy, self-employment, vocational training,
entrepreneurship meanwhile administering the components of the project.
The position holder will be responsible to disseminate social protection scheme
of government to brick worker and linkage them to get the scheme.
This position requires to
be innovative and problem-solving skills to adapt to changes and multiple
priorities. Along with this, the incumbent requires to integrate with other
sectors and cross cutting themes to yield broader impact more effectively and
efficiently.
Major responsibilities
·
Implement
BRiCKK project and monitor progress of the team in implementation of project
ensuring projects are delivered on scope, on time and on budget as per the
agreements and action plan and target.
·
Identify, assess, and
communicate risks associated with the implementation of project, and
development of mitigation measures at the field level.
·
With guidance from Program
Coordinator and Program Manager S/he ensure with appropriate analysis and project
results, including sharing of results and continuous improvements of project
design and implementation.
·
Lead and overall coordination
and initiate different initiatives to align the project impacts with the
government strategy and plan.
·
Build up relationship
and engagement with government line agencies, other I/NGOs, research
institutions and private sector at local and district levels in alignment with
project strategy/plan at the field level.
·
Provide timely feedback
to the project staff in time to guide the project on its quality and standard.
·
Ensure Planning
Monitoring and Reporting of the project is on time and with quality.
·
Support the Program
Coordinator & Program Manager on reporting, documentation with the best
practices and evidences through a proper database and information management
system
·
Monitor the CP, CFLG
and Child Labour Free Declaration activities done in the field area.
·
Promote
and raise awareness on safeguarding measure and compliances within the
organization, team and the community
·
Integrated
workforce management to be more strategic and effective in-line with effective
communication and delivering results
·
Lead
in effective governance, child and adult safe organization compliances and are
practiced well
·
Implement
project activities in accordance with the project guidelines and targets (Community
mobilization, brick industries, identifying income generation opportunities)
·
Coordinate
to implement activities between target group, focus group, local actors and
available resources
·
Manage
target group expectations by setting participatory action plans, risk analysis
and long term milestones
·
Perform
other duties as assigned by supervisor
Academic Qualification and
Experience:
Bachelor's in social work, child
rights, human rights or relevant discipline with two years of experience in
child protection related project (preferably CP system strengthening, and life
skills projects)
Sector Knowledge:
·
Knowledge
on child protection mechanism, life skills and child club management, positive
parenting and positive discipline child marriage, occupational safety and
health directives for brick industry worker and protection of children, child
labour, CFLG and gender based violence and ability to analyze context to inform
the project
·
Basic
knowledge on children’s risk associated with brick industries to support them
to protect from exploitative and hazardous work, National Master Plan on
elimination of child labour, Child Labour Free Declaration guidelines 2077.
·
Well
informed and disseminate message on Protection Sector and priorities, project
model (Child Protection & Advocacy)
·
Knowledge
related on Government policy, programme priorities, needs and issues in
relation to the sector priorities
·
Knowledge
on supporting to alternative income and livelihood activities to brick industry
worker
·
Proven
ability and experience in working with vulnerable groups, case management for
uplifting their life enrichment
· Experience working on Child
Friendly Local Governance and Child Labour Free Campaign in-line with Local
Government
Project Management:
·
Good
understanding on operation issues like timely and quality delivery of services,
good planning and monitoring skill.

Good
understanding on the project management tool and Implementation guideline and able
to mentor it to the project staff
·
Sound
knowledge & skill on project risk analysis and support for management.
·
Good
analytical skills to analysis project related data and incorporate in the
report.
·
Good
ability in report writing skills for developing the periodic report like monthly,
quarterly, semi-annual and annual.
·
Sound
knowledge on supply chain management and able to manage the risks on time to
support the efficient implementation.
·
Monthly
and quarterly target and expense tracking and review of expenses.
·
Monthly
budget forecast and planning skills and able to manage the finance efficiently.
·
Verification
of financial settlement document and guide to project staffs while support
needed.
·
Meet
financial and program requirement and deadline as per compliances.

Good
skills to plan the activities and implementation well

communication skills to deal with project team and Ward/Municipal level
stakeholders

Good
skills in mobilizing the brick worker and their group for improvement of their
